FY2017 Request for Applications (RFA) Process

For Interested Grant Applicants

The Iowa Department of Education released the FY17 RFA for Iowa's 21st Century Community Learning Centers (21CCLC) in September 2016.
Interested applicants for 21CCLC funds for out-of-school time programming may access the RFA and supporting documents on the Iowa Department of Education website.

December 16, 2016: All applications are due to the Iowa Department of Education by 4:30 p.m. CST.
This Application Timeline outlines all essential dates and links for interested applicants. The timeline will help applicants determine their eligibility, link to the RFA materials, and link to the online Letter of Intent.

Application Technical Assistance Workshops

  • September 22, 2016 - Davenport Technical Assistance Meeting 8:30-10 a.m., 209 S Gaines Street, Davenport, IA 52802-This meeting will be combined with an all-day workshop which starts at 10am. Registration is not required for the Technical Assistance meeting, but registration is required for the workshop.
  • October 7, 2016 – Des Moines Technical Assistance Meeting - 10 a.m.-12 p.m., Fair Meadows room- West Des Moines Learning Resource Center 3550 Mills Civic Parkway West Des Moines, Iowa 50265.
  • October 14, 2016 - Atlantic Technical Assistance Meeting - 10 a.m.-12 p.m., Iowa Western, Cass County Center, 705 Walnut Street, Atlantic, IA 50022

Seeking Peer Review Process Grant Reviewers & Team Facilitators

Applications are now open for both Peer Reviewers and Team Facilitators for the 2017 grant competition.
The Iowa Department of Education is seeking applications for their peer review process for the 21st Century Community Learning Centers FY17 grant application competition. This process ensures that quality proposals are selected for funding. Peer review process teams will include qualified individuals with diverse expertise and geographic, racial and ethnic representation. The best reviewers will be individuals who are familiar with high-quality youth programs in communities, schools, and faith-based or other organizations that serve youth.

Applications are due by Noon on November 11, 2016 via e-mail to mrich@sppg.com.
Peer Reviewers and Team Facilitators must be available to participate in an online webinar training on December 20, 2016 from 9:00 to 11:00 a.m.
Peer Reviewers score and comment on all scoring criteria for each application that they are assigned. Typically each reviewer is responsible to score three to five grant applications. Reviewers will receive a $150 stipend, contingent upon their in-person attendance at the Reviewers and Facilitators Conference, a consensus grant review process), on January 25, 2017.
Team Facilitators do not score grant applications, but familiarize themselves with the materials in order to facilitate the consensus scoring process for the team they are assigned to lead. Facilitators will receive a $200 stipend, contingent upon their in-person attendance at the Reviewers and Facilitators Conference (a consensus grant review process) on January 25, 2017.

About the 21st Century Community Learning Centers
The 21st Century Community Learning Center (21CCLC) grant serves as a supplementary program that can enhance State or local reform efforts to improve student academic achievement and to support their overall development. 21CCLC funds create and expand afterschool programs that offer extended learning opportunities (before school, afterschool, summer programming) for children and their families. The 21CCLC program is a federal title program (Title IV, part B). The application for the 2017 21CCLC grant competition in Iowa was released in September 2016.

The Iowa Department of Education has completed three regional application technical assistance meetings. A meeting was held in Davenport on September 25, 2015, in Atlantic on October 7 and in Clive/Des Moines on October 22. These meetings are designed to provide potential applicants for 21CCLC grants information on the characteristics of good proposals and grant program requirements.
